POST /ads/adsets POST

Create an ad set in a campaign: targeting, budget (unless the campaign has one), schedule, optimization goal. PAUSED by default; requires confirm: true

PATCH /ads/adsets/{id} PATCH

Update or pause a ad set: name, status (PAUSED, ACTIVE, ARCHIVED, DELETED), dailyBudget, lifetimeBudget, bidAmount, endTime, targeting. Pausing needs no confirm; ACTIVE and spend changes need confirm: true
